Salary Information Compensation plans are based on a multi-step progression system. The pay range reflects the entry level and maximum salary potential in the assigned pay grade. A starting salary may be negotiated and will be commensurate with education, training and experience in alignment with pay administration policies and Montgomery Personnel Board Rules & Regulations Nature of Work Under the broad policy guidance of the Chief Operating Officer and Chief Administrative Officer, the City Operations Program Manager serves as a key member of the City's leadership team with direct responsibility for the effective implementation of Citywide strategic and operating initiatives and policies. The COPM directs program and project implementation of the City's line functions, including Public Works, Planning, Permitting, Inspections, Zoning, Building and Code Enforcement, Economic Development, Information Technology, Parks and Recreation, Fleet Management, Municipal Courts, and Building Maintenance. The COPM will also oversee coordination and implementation of the City's multi-year, multi-million-dollar capital projects and special projects, ensuring they are delivered timely, with high quality, and cost-effectively. The COPM oversees two or more full-time and/or part-time employees. The ideal candidate must be able to think strategically, exercise initiative and independent judgment, and be a creative, visionary leader who understands responsibility and accountability. Strong organizational, leadership, and process improvement skills are essential. This is a highly visible position requiring excellent communication, integrity, negotiation, and management skills. The position reports to a cabinet-level position. Minimum Qualifications Must have a bachelor's degree in business, public administration, organizational management, or a related field, or possess a Project Management Certification, along with at least five (5) years of managerial experience. Experience should include database development, financial and account reporting, and managing multi-million-dollar projects successfully resulting in client satisfaction. Candidates with relevant government or military experience will also be considered. Qualifying education, training, and experience that provide the necessary knowledge, skills, and abilities will be considered.
