Position Overview and Responsibilities:

This is an advanced highly technical, professional environmental position that is responsible for providing technical and scientific support in the implementation of a statewide program for the assessment and remediation of Department of Defense (DOD) and National Aeronautics and Space Administration (NASA) contamination sites. The duties of the position include the following:

• Serves as Remedial Project Manager (RPM) responsible for DOD contaminated site program management for multiple DOD installations, NASA’s Kennedy Space Center, and Formerly Used Defense Sites (FUDS), as assigned. Employee coordinates reviews and tracks assessment/cleanup operations at assigned DOD facilities and FUDS in accordance with a formal partnership with the DOD and the United States Environmental Protection Agency (EPA). Employee provides written and verbal guidance to assure statewide consistency is incorporated in cleanup of sites. As RPM, employee is empowered with decision-making authority related to site-specific work at assigned installations and FUDS.
• Provides technical review of assessment and cleanup related documents, and project management review of other documents generated by the DOD hazardous waste cleanup programs required by the Federal Installation Restoration Program (IRP), Military Munitions Response Program (MMRP), the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), and State law and rules. 
• Actively participates in partnering with DOD, NASA, USACE and/or US Environmental Protection Agency (EPA) staff, as appropriate, to enhance and improve the achievement of State and Federal requirements, along with DOD, NASA, USACE, and EPA goals and objectives. Provides guidance and clarification about State rules and regulations, along with Department policies. Attends meetings, conferences, and/or workshops and delivers presentations as needed.
• Provides DEP oversight and on-scene coordination of DOD and/or NASA, field activities as appropriate or as requested.
• Provides mentorship and leads training events for internal staff and external stakeholders. Serves as subject matter expert as assigned or requested.
• Performs special duty assignments and attends meetings at the request of supervisor.
• Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

• Knowledge of geology, hydrogeology, chemistry, and Florida’s groundwater. 
• Knowledge of site assessment techniques and methods, including monitoring well construction and sampling, especially for hazardous waste sites.
• Knowledge of remedial action techniques and methods, especially for hazardous waste, petroleum and/or munitions sites.
• Knowledge of state and federal regulations for federal facilities. 
• Skills in evaluating, analyzing, and interpreting comprehensive scientific/technical environmental data.
• Skills in project management.
• Skills in effective meeting management and consensus decision making.
• Skills in Microsoft Office software.
• Ability to write effectively, in a well-organized, and understandable manner. 
• Ability to evaluate comprehensive technical documents. 
• Ability to travel for meetings and fieldwork oversight.
• Ability to organize workload and manage time efficiently.

Minimum Qualifications:

• At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary education from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternate for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
• Valid Driver’s License.
• Travel is required.
• 24-Hour OSHA Safety Training successfully completed within six months of employment. (Training to be paid for or provided by the State of Florida, if required.)

Position of Special Trust Requirement:

The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
